Existing Generative AI literacy frameworks emphasise functional competencies for using the technology and ethical considerations, with limited attention to how generative AI can be used to empower learners to engage more meaningfully in learning. This narrow focus overlooks generative AI’s potential as a supporting agent in learning, rather than a tool to be mastered. This chapter discusses an agency-oriented approach to generative AI literacy education, one that foregrounds learners’ involvement in the learning process. We propose two key directions to support this approach: (1) shifting the focus from outcomes to processes of learning with generative AI, and (2) fostering learner's active exploration with generative AI to broaden their repertoire of experience with the technology.
