With the growing challenge of reducing global poverty and to construct a cohesive partnership for development, nation states are now compelled to integrate their domestic policies with the global development agenda. In this context, the European Union (EU) is largely perceived as one of the institutionalised entities in the world and naturally received attention as the venue of functioning of policy coherence for development (PCD). This chapter attempts to develop an argument surrounding the narrative of policy coherence, specifically on development in the case of the EU. It aims to understand why policy coherence continues to be an essential target for the Union yet a distant dream. Over the years, subsequent treaties discussed achieving coherence but its practical implementation is far from satisfactory. Section 1 defines policy coherence, according to the existing literature and classifies the idea of coherence in different categories. Sections 2 to 8 lays down the institutional basis of policy coherence in the various EU treaties. It, goes on to explore PCD and how this concept has altered the notion of coherence in the post-2015 SDG era. This chapter also highlights the policy coherence debates within EU policymaking, i.e., development policy and trade policy; between EU and multilateral forums (OECD, UN or IMF); between EU and the developing countries. Section 9 unpacks the convergences and divergences between the EU’s coherence priorities vis-à-vis contemporary geopolitical gameplays, in terms of the Agenda 2030.
