Facility Mapping for Humanitarian Supply Chain During Flood Response: A Case of Ernakulam District, Kerala

This study aims to assess the suitability of relevant infrastructure for improved humanitarian logistics during flood events in Ernakulam district, Kerala, India. Various hotspots of vulnerability have been identified using hydraulic modeling with HEC-RAS simulated flood inundation scenarios. The critical infrastructure essential for relief operations, such as warehouses, transportation networks, healthcare facilities, and emergency services are mapped using GIS-based spatial analysis. The suitability of identified infrastructure is assessed employing TOPSIS method, a (MCDM) technique with entropy-based indicator weighting. The study enabled to optimize the utility of available infrastructure resources for distribution of relief materials improving the operational efficiency of flood response agencies.
