China and the Global South from the Perspective of Global Governance: Theoretical, Historical, and Practical Consciousness

China is a rightful and natural member of the Global South. In global governance, China and the Global South share a common theoretical awareness. Several cognitive fallacies imposed on the Global South need to be corrected. These fallacies include the assumption of a single supplier in the theory of public goods, the excessive reliance on the nature of the consumer side of public goods, the assumption of necessary cooperation in the logic of collective action, the one-sidedness of resolving the dilemma of collective action by simplifying participants, and the instrumental assumption of the United Nations. The participation of the countries in the Global South in global governance will pay more attention to the public nature of the production end of public goods, highlight the value of the complexity of collective actions from a dialectical perspective, and not adjust the past North–South binary relation to an inclusive and included relationship of “the United Nations system - the Global South”, establishing the authoritative position of the United Nations in global governance. China shares common historical consciousness with the countries in the Global South. In the post-Ukraine crisis era where Northern countries are constantly embroiled in high-latitude military games and actually trap themselves on the peripheral position of global governance, the countries in the Global South are taking this opportunity to promote the isomorphism of national governance and global governance which includes coordinating global political, legal, and administrative forces, enhancing the global governance of the countries in the Global South and their national participation in global governance, and joint construction of the world’s historical process. Ultimately, the countries in the Global South are not biased towards a corner of the South. At a time when the decline of the North countries dominated by the United States and the West is irreversible, it shoulders the historical mission of reshaping the initiative of global governance on the platform of global institutions with multiple development agendas of the United Nations and the cooperation agenda of inclusive multilateral mechanisms, and injects stable expectations and increasingly enhanced capabilities into global development. The common operative consciousness of China and the countries in the Global South, that is, when China and the countries in the Global South recognize each other’s identities, with an attitude of being involved in the matter, it transcends the one-dimensional identity construction of northern countries that are detached from it, achieves breakthroughs at the empirical level through common self-demonstration rather than being limited to evaluative argumentation, and dissolves the past conditional logic of “based on strength and status” through forward-looking capacity building.
