Governing through Rules, Goals, and Pledges: The Evolution of Behavioural Mechanisms in the Climate Regime

Climate change governance is a complex problem that must arguably be addressed via different modalities, which can be classified as rule-based, goal-based and pledge-based mechanisms. Besides climate change obligations strictly enforced by means of sanctions in the case of a violation, goal-based and pledge-based climate change arrangements are particularly useful and appealing when negotiating enforceable agreements is problematic or for societies where the idea of the rule of law is different from mainstream Western thinking.
