Poverty-stricken villages are the basic units of China’s poverty alleviation policies, and are also at the forefront of the country’s battle against poverty. Through a study of Si’ergou Village in Dongchuan Town, Menyuan Hui Autonomous County, Haibei Tibetan Autonomous Prefecture, Qinghai Province, from 2016 to 2019, this paper examines the significant changes that have taken place in social security, rural development, and poverty alleviation industries and business in this semi-agricultural and semi-pastoral village on a plateau. The examination of the poverty alleviation practice of the village ecological breeding industry focuses mainly on a series of issues arising from the contradiction between the concept and practice of industrial poverty alleviation. These issues include the conflict between the policy environment and project management, the imbalance between administration and market, the technical and economic issues of the project, and the benefit sharing and interest conflict.
