Relocation is an important way to protect the environment of ecologically fragile areas and solve deep poverty in rural areas. Ningxia is the main battlefield of relocation for poverty alleviation. A survey of Sanshanjing Village, a typical relocation site in Concentric County, Ningxia, found that initiatives such as improving infrastructure and public services in resettlement villages, strengthening compulsory education and labor skills training, and introducing industrial poverty alleviation projects are effective ways to enhance the willingness of poor people in ecologically fragile areas to relocate and support the inclusive economic and social development of resettlement villages. However, Sanshanjing Village faces problems such as fewer successful poverty alleviation projects and less targeted implementation of poverty alleviation work, resulting in low satisfaction of some people with poverty alleviation work. Therefore, it is necessary to improve the policy design of poverty alleviation (resettlers) relocation, to improve the inclusiveness, coordination, and comprehensiveness of relocation on the one hand, and to mobilize the people and social forces to improve the working methods and effectiveness at the grassroots level on the other.
