One strategy for addressing health challenges in newly emerging nations is through innovation in the public sector, as exemplified by China and South Korea. In Indonesia, one of the best innovation practices in public health service is implemented by the Blambangan Public Hospital in the Regency of Banyuwangi, located in the East Java Province. This innovation is also applied to combat and prepare for the COVID-19 outbreak in the Banyuwangi area. The COVID-19 pandemic caused a disruption to established models of governance and underscored the importance of collaborative governance. This study aims to discuss the collaborative innovation of health service programs in Banyuwangi Local Public Hospital in Indonesia. Notably, Banyuwangi has emerged as a beacon of innovation in this realm, particularly concerning pandemic-related public health initiatives. Using a mixed methods approach, the study combined quantitative insights from patient questionnaires with qualitative analysis from an exhaustive literature review. We surveyed users of the Gancang Aron and E-Nget digital platforms from the Blambangan Public Hospital, capturing valuable feedback on user experiences and satisfaction levels. In parallel, our literature review delved into various areas, touching on themes such as public health innovation, collaborative governance models, and digital application adoption in healthcare. The result of this study emphasizes the need of cross-sector cooperation in responding to public health emergencies and highlights the success of the two innovation programs. This comprehensive approach ensured that our findings and discussions were grounded in empirical data and existing scholarly discourse. In short, the article highlights the need for collaborative efforts, leadership structures, and effective governance in promoting sustainable innovation.
