Supporting Health System: Building Resilience for Nutrition Provision in Indonesia

To prepare for the risk of future pandemics, which yearly likelihood was predicted to increase by 300% in the decades to come, nutrition provision needs to be improved to support health system resilience in Indonesia. Indonesia has committed to the global pledge on Nutrition for Growth where one of the components is the resilience of nutrition provision. This will help health system transformation by ensuring a sustainable supply of healthy foods. This paper intends to offer recommendations to the Indonesian Government in designing strategies to build resilience in nutrition provision and to tackle malnutrition. Better nutrition improves newborn, child, and maternal health, strengthens immune systems, makes pregnancy and childbirth safer, reduces the risk of non-communicable diseases, and increases longevity. The data collection and analysis are based on the following stages of analysis; (1) systematic literature review on disaster, climate change, food systems, and nutrition topics; (2) policy review of the relevant policy documents; and (3) stakeholders consultation interview with development organizations, related Ministries/Institutions, academics, CSOs, and the private sector (food companies) through focus group discussions. We found opportunities to build nutrition resilience in three topics; (1) establishment of nutrition in emergency program and diversification of food systems, (2) integrating nutrition provision in the National Action Plan for climate change adaptation and disaster risk reduction, and (3) including nutritious food assistance in adaptive social protection policies and programs. We identified several challenges from resources (human resources and data), policy, and funding aspects for the three opportunities. To overcome the challenges, several recommendations are made for strategic actions to implement and optimize the opportunities through comprehensive aspects, including policy, financing, operational, monitoring-reporting and research, targeting impact, as well as capacity building in human resources.
