Introduction of Health System Resilience: Concept and Implementation in Developing Countries

The COVID-19 pandemic has brought renewed global attention to the critical importance of health system resilience. This chapter introduces the concepts and frameworks of health system resilience, referencing the Sendai Framework for Disaster Risk Reduction 2015–2030, which defines resilience as the ability of health systems to prevent, absorb, adapt to, and recover from disruptions. It also examines the challenges faced by developing countries in responding to the COVID-19 crisis, highlighting the varying capacities of health systems to manage such emergencies. Furthermore, the chapter reviews the World Health Organization’s resilience framework, emphasizing key factors such as exposure, sensitivity, and adaptive capacity in facing shocks and long-term stresses. This foundational concept will set the context for the understanding of resilience throughout the book.
