The first chapter discusses “Beautiful Countryside” construction at three levels, i.e., “the village, the village area and the township area,” and points out that “the village area” should be the key level. How can “Beautiful Countryside” be constructed at the “village area level”? Drawing on the experience of rural modernization in developed countries and fully combining the rural development practices of China, this chapter proposes the concept of the “rural community” and puts it as the unit of community construction.
