An advanced city is characterized by the accuracy and intentionality of its growth rather than by its size or rate of expansion. The Growth Development Plan serves as the strategic pivot within the advanced city concept’s economy dimension, operationalizing long-term vision into attainable, quantifiable, and feasible urban results [1]. In this situation, growth is neither natural nor coincidental. Through frameworks that coordinate population growth, infrastructure expansion, regional integration, and knowledge-driven competitiveness, it is planned, spatially based, and institutionally controlled.
