Development-Induced Displacement: Concept, Causes, and Consequences
摘要
Development-induced displacement (DID) concerns the forcible removal of individuals from their homes or residences to make way for development projects. Similar to other forms of internal displacement, DID is characterized by two key elements: its involuntary nature and the fact that it occurs within the national borders of the state. However, DID differs in that it is pre-planned, foreseeable, and initiated or supported by the state. As this work will argue, these distinct characteristics should be taken into account in the determination of the human rights safeguards that need to be provided in the course of DID and, in turn, heighten the obligations of states. This chapter provides a conceptual foundation for the book by formulating the definition, causes, and consequences of DID.
