The Latvian legal system, including the Satversme (Constitution of Latvia), demonstrates a constructive alignment with the European Union law, recognizing it as an integral part of the national legal system and acknowledging its supremacy (primacy). Even Latvia’s constitutional identity, as recognized by the Constitutional Court, does not conflict with European Union law but rather incorporates the European dimension as a key element of its constitutional identity. Over the past two decades, European Union membership and participation in European integration have become fundamental constitutional principles shaping Latvia’s constitutional identity. The Europeanization of Latvia’s constitutional framework serves to strengthen democracy and the rule of law while also providing an additional safeguard for maintaining national independence. As a core principle of Latvia’s constitutional identity, European Union membership significantly influences the application of legal norms and legal reasoning. National legal norms must be interpreted in accordance with European Union law, with due recognition of its supremacy. The values, constitutional principles, and norms that form Latvia’s constitutional identity should be harmonized with European Union membership, ensuring coherence and avoiding any irreconcilable conflicts or fragmentation between the national legal system and European Union law.
