This introductory chapter explains the purpose of this book as a functional analysis of question time at the ICJ: did issues raised assist the Court and individual judges in elaborating their judicial reasoning in contentious cases? The chosen methodology is a combination of an empirical survey of the practice of questioning and a content analysis of the subsequent judicial reasoning.
