The Right to Science
摘要
This chapter discusses the right to science under the Convention for Economic, Social and Cultural Rights, as well as under the Charter. It discusses the origins of the right, the interpretative instruments relevant to the right and how this relates to the duty of researchers to perform scientific activities in the public interest. It concludes that under the right to science scientists should have the freedom to do scientific research, but that with this comes a responsibility to mitigate the risks associated with this research. This provides the normative framework for the subsequent analysis of the different governance options in relation to the information security cycle, encryption and quantum computing.
