This chapter takes the normative framework of the rights to privacy, data protection, communications freedom and science, and applies it to quantum computing governance. It concludes that there is very little governance currently on this topic. It also concludes that the obligation of governments to minimise the risk of unlawful access to private information in this case means that governments must invest in the development and deployment of cryptography which is resistant to attacks by quantum computers (in particular post-quantum cryptography). At the same time, governments under these rights may under certain strict circumstances deploy quantum computers for decryption purposes in specific cases.
