It may seem strange that this book does not include a chapter on the theory of the state. However, this is due to the peculiarities of the European Enlightenment in the second half of the 18th century, which left behind the “great” state theories of the 17th century. As is well known, Thomas Hobbes published his Leviathan in 1651, with which he tried to pacify the English Civil War (Civil War 1642–1649).
