Cost-benefit analyses are used in numerous areas of public services to support decision-making. In Germany, for example, Section 7 of the Bundeshaushaltsordnung (Federal Budget Code) obliges public bodies to conduct a cost-benefit analysis before making an expenditure (cf. Arnold 2017; Kossak 2018). Cost-benefit analyses are a way to show that the benefits of an investment outweigh the costs associated with it.
