The city of Yichang has a strong need for Elderly Care (EC) support, yet its infrastructure and services could not meet this demand. In 2015, the elderly ratio of Yichang was 13.7%, which was above the national average. In Yichang’s urban centre, this ratio was projected to rise to 26% by 2030. More than half of the elderly lived alone or with a spouse and were subject to insufficient care for daily living requirements. This means they lacked assistance with practical activities such as carrying out household chores and making hospital visits, but they were also short of emotional support. Due to the insufficient public EC service and the high-cost private EC service in Yichang, there was a heavy demand to establish an affordable EC services system that could cover home-based, community-based and institutional care which also avoids an over-emphasis on expensive institutional care.
