Plaintiff consignee/buyer bought chemical cargo from overseas. The foreign seller entrusted Defendants shipowner and carrier to transport the cargo from Houston, US to Jiangyin, China. The cargo was carried by the vessel owned by the shipowner and bareboat chartered by the carrier. The bill of lading was endorsed to the consignee. In the loading port, the purity of chemical cargo was 91.55%, and at the port of discharge, the pre-discharge purity was assessed by the surveying company (entrusted by the consignee) to be in line with that in the loading port. Then the cargo was discharged into the the shore tank.
