The German Decisions on the Dolphin-Class Submarines

This chapter outlines the key characteristics of Helmut Kohl’s leadership style, often dubbed the “Kohl system.” Additionally, Kohl’s general policy toward Israel and the evolution of German-Israeli relations during his tenure are explored. Then, the German decision-making process regarding the export and funding of the Dolphin submarines is examined in detail from 1984 to 1991. Finally, the analysis debates the strategic significance of the submarines to Israel and the related implications for the German decision. Additionally, the crucial decision-makers and decision-making settings are examined. The chapter concludes with an outlook on the further developments of the Dolphin arms transfers to Israel. The analysis shows that security considerations were a key factor in Bonn’s decisions. Given Germany’s special relationship with Israel, financing the submarines also served Germany’s ontological security interests. Exporting the submarines tremendously upgraded German-Israeli military relations and set a precedent, as subsequent decisions to approve the export and partially finance more Dolphin-class submarines were based on Kohl’s decision.
