A Franco-German Parliament? Insights into the Binational Parliamentary Cooperation of the Franco-German Parliamentary Assembly

Bi- or multilateral cooperation between countries has so far—apart from a few emblematic examples such as the Baltic Assembly—taken place primarily at the executive level, as is also demonstrated by the usual cooperation formats between Germany and France. Whether it is the Élysée Treaty and the Treaty of Aachen, the famous handshake between François Mitterrand and Helmut Kohl, or the regularly held joint ministerial councils—the central figures who are visible and audible to the public have so far always been the heads of state and government as well as the respective cabinet members.
