Franco-German Cooperation as a Pioneer for the Integration of European Armed Forces

Europe faces major challenges due to a dramatically altered security environment and an eroding world order. In particular, Russia’s violation of international law with its attack on Ukraine, as well as the skepticism toward the European Union expressed by the United States at the 2025 Munich Security Conference, are fueling the debate over Europe’s assumption of responsibility for its own security and defense. In this context, the special role of Germany and France is repeatedly emphasized. Both nations are firmly rooted in democratic and liberal values. They are among the driving forces of European integration and have thus laid the foundation for peace and freedom in Europe. At a time when geopolitical challenges and security threats are increasing, the need for close cooperation between the two largest economies in the European Union is becoming ever more apparent. However, Germany and France possess different strategic cultures, which affect all areas of defense and the military. There are understandable reasons for this, especially from a historical perspective. While Germany, in light of the experiences of two world wars and the crimes of the Third Reich, often assumes a restrained military role, France pursues a more dynamic and proactive foreign and security policy, in which its own economic interests, its permanent seat on the UN Security Council, and not least its overseas territories play an important role. For France, the overseas territories represent a protective obligation toward its own population. France fulfills this obligation through the constant power projection capability of its armed forces and its nuclear deterrent. The security and defense policy instruments of both countries—especially their armed forces—are therefore structured differently, in terms of organization, equipment, and personnel. Traditionally, the Bundeswehr is oriented toward NATO requirements. France, on the other hand, has always emphasized the sovereignty of its armed forces and deploys them outside of NATO and the EU as well.
