A “Nuclear Aachen”? The Time is Now
摘要
Germany is not a nuclear power and should not become one. Legal obligations arising from the Two Plus Four Treaty and the Nuclear Non-Proliferation Treaty would ultimately not stand in the way of this. For these commitments were made under the premise that others would protect us. Since Germany cannot be secure without nuclear protection, it would have to reconsider its renunciation of nuclear weapons should its allies no longer be willing to provide this protection. This would be in accordance with the Two Plus Four Treaty, in which the four former occupying powers transferred full internal and external sovereignty to unified Germany.
