This chapter systematises the roles that actors can play in normative dynamics between either seeking to change the normative status quo as norm entrepreneurs or maintain it as norm saboteurs. It also discusses roles that are fundamentally ambivalent toward normative change. Finally, the chapter shows how different types of actors (states, non-governmental organisations, international organisations, and transnational corporations) are involved in normative dynamics and have been studied in norm research.
