Having already analyzed the concept of permanent sovereignty over natural resources and its two main pillars—state sovereignty and the right of self-determination—we will take a closer look at the subjects of this principle in the following sections. This chapter will try to find an answer to the question of whether the State is the predominant right-holder of the principle of permanent sovereignty over natural resources, as the prevailing opinion takes this point of view, or if it is in any way possible to view the people as right- or rather principle-holder.
