In this chapter, we will analyse the committees’ pronouncements as to how obligations of administrative procedure must be implemented and how their implementation can be reviewed. We will firstly look at what the committees have held in this regard and how the abstract requirements stipulated in general comments can play out in practical cases (I). Secondly, we will assess the findings against the backdrop of the risks that come with positive obligations under IHRL (II).
