Having introduced the urban context of Sarajevo Novi Grad and described the growing influence of pious Muslim actors in some neighborhoods within the municipality, this chapter focuses on the impact and relevance of foreign state and non-state actors within this living context. It shows, how the provision of social services by various organizations, initiatives and groups leads to a situation where these actors are placed in the role of governance providers.
