This chapter traces the evolution of good governance from a technocratic concept to a normative global agenda linking development with democracy, human rights, and rule of law. It discusses shifting definitions, institutional practices, and donor approaches, from its origins in the late 1980s to its integration into the MDGs and SDGs. The ambiguity of good governance has enabled broad adoption but also persistent critique. The chapter highlights how governance became central to development discourse, security policy, and reform processes, yet remains contested in meaning and implementation across diverse political contexts.
