Act No. 206/2017 Coll. introduced a definition of covered agency employment into the Employment Act and enshrined it as an activity of a legal or natural person consisting in hiring labour to another legal or natural person without complying with the conditions for employment mediation under Section 1 4(1)(b) of the Employment Act. In other words, a legal or natural person illegally provides labour to another entity, i.e. there is an intermediation of employment of natural persons for the purpose of performing their work for this other entity (the so-called user), which is understood as another legal or natural person who assigns the work and supervises its performance.
