The chapter discusses how apolitical, technocratic rule can arise out of the encounter between bureaucracy and mass democracy. The only way to escape the technocratic tendencies implicit to the complexity of modern polities is to allow for political judgments—which are fundamentally different from expert judgments—to flourish within the democratic public sphere. Such judgments do not apply general rules to particular cases, but rather “ascend from the particular to the universal”.

The chapter discusses how apolitical, technocratic rule can arise out of the encounter between bureaucracy and mass democracy.
