The chapter analyzes how theories of bureaucracy have been either too broad—identifying bureaucracy as almost synonymous to modern rationalization; or too narrow—denying the unity of modern bureaucracy as such. The chapter argues that while its function is indeed always specific and contextual, the automatic nature of how bureaucracy administers its objects has an agency independent of the specific function it is fulfilling. As such, bureaucratic agency constitutes a condition of possibility for technocracy.
