The last reform of the Austrian childcare benefit in 2016 aimed to promote gender equality by increasing the proportion of fathers claiming the benefit. A multi-method evaluation study examined the uptake and decision-making behaviour of parents after the reform and found that the reform’s objectives were not achieved. Prevailing parental role perceptions, increased flexibility and decoupling of parental leave, and the additional legal entitlement to family time favour longer claims by mothers and lead to a declining proportion of fathers claiming the benefit.
