This period offers plausible explanations for the possibility that the executive, in implementing the Foreigners Act, may have contributed to the emergence of “clan crime” by closing the door to social integration. The recent amendment to the Residence Act announced by the Federal Minister of the Interior in the context of the Alliance against Clans, which is primarily intended to facilitate deportations, illustrates with the act of symbolic legislation the limited learning success from the past.
