This chapter turns to the two advocacy coalitions influencing the EU migration-development nexus. The chapter develops two main strands of argumentation: it shows (I) that the migration-development subsystem in the EU consists of two advocacy coalitions, the development cooperation coalition and the migration governance coalition; and (II) that the migration governance coalition’s belief system is dominant in the EU migration-development nexus.
