In the empirical case studies as well as in their comparison, a central motif of asynchrony manifests itself, which could be reconstructed along several dimensions in the case-specific material as well as in the case-comparative approach. The concept of “Ungleichzeitigkeit”1 is thus introduced, reflecting the relationship between the works council, its members, the employees, and the overall organization at both a structural and process-oriented level. If one considers the communication between the works council and other actors of the organization—whether digital or analog, via email distribution or in a shared spatio-temporal location—conclusions can be drawn about the embedding of the institution of the works council in the organizational context.
