The framework guiding this reconstruction sees policy reform as the result of the convergence of the Problem Stream, the Policy Stream, and the Political Stream during a Window of Opportunity. This window is the span of time when policy-makers are more likely to be open to considering new policy options and taking action. It may be opened by a change in political leadership, a public crisis that focuses attention on a particular issue, shifts in public opinion, or other factors that create an environment conducive to reform that is simultaneously capitalized upon by Policy Entrepreneurs who drive the coupling of the streams during this period.
