This paper makes two contributions. The first concerns the subject matter of the paper, private supplementary tutoring (widely known as shadow education). China experienced huge growth of the tutoring industry during and after the 1990s, but then underwent a 2018 shift as a result of regulations and further 2021 stifling by the central government. By contrast, in Denmark tutoring on a significant scale is more recent, takes a very different form, and is likely to continue to grow. The paper analyses patterns using the lens of new institutionalism. The second contribution is methodological, about the value of comparing across extremes – in this case a pair of countries that are so different that it is akin to comparing an elephant and a mouse. The paper shows that not only despite but also because of such differences, illuminating insights may be found.
