This chapter analyzes the adoption of the EU community energy policy framework. It identifies the emergence and development of European community energy organizations and a broad coalition forming around the idea of community energy as the major driving forces behind change. Even though CE organizations were newcomers to the EU’s political arena and although as a coordinated movement they were different in focus, smaller and less resourceful than other collective actors or corporate actors, surprisingly many CE ideas are represented in EU renewables and power market energy policy.
