As depicted in the introductory chapter, the aim of this thesis is to explore how community energy emerged as a political agent and institutionalized in arenas of German and European energy policymaking. The following sections introduce key concepts, presents relevant theoretical perspectives that will be operationalized in an own analytical framework for the empirical analysis. I begin with theorizing Energy Transitions and Change (2.1), Policymaking and Change (2.2) and Political Agency and Change (2.3) before operationalizing theoretical propositions in a framework for the empirical analysis (2.4).
