Technology is developed according to rules that are shaped by politics in the form of the previously presented law. In a functioning democracy, this happens exclusively according to the will of the population. Since September 2015, there have been many discussions in Germany about whether companies have independently and criminally violated existing law or perhaps interpreted existing law contrary to its meaning. If the law itself has flaws, allowing loopholes and possibilities for interpretation, the also publicly discussed question arises whether the legislator implemented the flaws negligently or intentionally. It is also the task of politics to implement mechanisms that monitor compliance with emission regulations and sanction violations. In contrast to technology, finding the truth in political matters is significantly more difficult, therefore this book can only historically document political processes and present different viewpoints. It cannot make a decision about the correct viewpoint.
