As discussed in chaps. 2 and 3, although a few developing countries established ECAs in the 1950s and the 1960s, it was not until the 1980s that they became more widespread in developing regions. The motive for their establishment differed somewhat from those of advanced economies and reflected their external sector situation and priorities. Overall, however, the overriding goal was to promote their exports, especially of the value-added type.
