The chapter discusses different kinds of challenges in ensuring that money from these different sources actually reach and is used at the ground level to restore land. These include (a) Governments in poorer countries may not have enough resources (and have other needs); (b) Individuals may not be interested in land restoration as it has an element of positive externality and hence those who invest cannot gain the full benefits; (c) Transaction costs are higher for a large number of small projects and such projects are common for land restoration; (d) Many actors do not have enough capacity to access carbon and biodiversity-finance; (e) though private finance is available, its size is still small, and it may go to locations where institutions are reasonably functional, which may not be the case in many less-developed economies; and (f) Effectiveness of international altruistic investments may be lower in certain contexts (mainly poorer countries).
