It critiques state-centric models that prioritize sovereignty over dignity and argues for policies rooted in justice, inclusion, and historical awareness. By highlighting the structural causes of displacement and the ethical blind spots of current frameworks, the chapter calls for a shift toward an approach that places human lives at the center of public policy and international cooperation.
