This chapter redefines orchestration as a declarative control plane rather than a collection of workflow scripts. It proposes a configuration-driven execution model in which routing logic, scheduling rules, and dependencies are expressed as structured metadata. A persistent reconciliation mechanism ensures alignment between declared state and runtime behavior. The chapter demonstrates how such an approach improves observability, resilience, and deterministic activation. By elevating orchestration to an infrastructure subsystem, it enables stable automation under distributed conditions.
