This paper presents a theoretical framework that seeks to explain how a transient and individual action transforms and develops into a broad social movement or issue, ultimately influencing public opinion. This framework aims to test multiple hypotheses, all based on the basic premise that a simple individual action such as a short digital publication, a certain saying or transient behavior can take up more space and higher attention, and this is accompanied by certain social, cultural and Media conditions, which serve to highlight and highlight it. In addition, this framework focuses on defining what we can call the moment of elevation, in which the act turns into what is known as spontaneous fame. This framework relies on a variety of methodological tools such as social network analysis (SNA), content analysis, questionnaires, and in-depth interviews. It can be concluded that the framework highlights the understanding and analysis of how spontaneous individual actions develop into phenomena and issues raised by public opinion. It is also a gateway for future studies through which its applicability and effectiveness can be tested in various environments and conditions.
