Comparative Analysis and Application of Digital Governance Potential in the Republic of Armenia

This research examines the development of digital governance in the Republic of Armenia within the context of various indexes of electronic governance. The research aims to examine the position of Armenia in the digital governance process and identify the strengths and weaknesses of e-governance through quantitative and qualitative analyses. The main issues considered in this research are the ranking of Armenia and its trends in main electronic government indexes, the multidimensional classification of countries by digitalization indicators, and the e-participation case of Armenia. The research subject is a comparative analysis of the development of digital governance in the Republic of Armenia. Initially, the authors introduced the role and importance of digital governance. Next, the authors conducted a comparative analysis to understand Aremina’s position and documented tendencies in digital governance. Various comparisons were made to understand the course of implementation of digital governance process in Armenia according to different indexes. To classify economies with varying levels of digitalization, the authors conducted a cluster analysis using the SPSS software package. The analysis was based on three indicators: the E-Government Development Index (EGDI), the Corruption Perceptions Index (CPI), and the Global Innovation Index (GII). The practical manifestation of the development of digital governance was presented in the context of participatory governance. The authors analyzed the existing problems and obstacles of participatory governance in the Republic of Armenia according to the components of electronic participation and made proposals to improve the level of electronic participation.
