An IoT-Blockchain-AI Integrated Platform for Collaborative Hospital Resource Management

The COVID-19 crisis revealed vulnerable healthcare supply chains, strained by demand surges and supply disruptions. Siloed logistics operations, inequitable access to critical resources, and increased mortality rates highlighted the need for more resilient healthcare systems. This paper explores how the synergy between hybrid emerging technologies and collaborative strategies can address these gaps. We propose an innovative, permissioned IoT-Blockchain-AI integrated platform for collaborative resource sharing across hospital coalitions. The proposed framework is a multi-layered architecture integrating IoT devices, real-time data, and edge computing with a Hyperledger blockchain and an AI-based prediction engine that optimizes decision-making. We describe how smart contracts are configured to trigger preference generation and best-matching algorithms to automate resource pooling and optimize allocation while maximizing system utility. We also discuss data management with off-chain and on-chain segregation to ensure a secure, transparent, and scalable ecosystem. Our framework provides a comprehensive perspective of a fully integrated healthcare system aimed at reducing bias, enhancing end-to-end visibility and accountability, and fostering more proactive, collaborative healthcare coalitions for large-scale crisis response.
