International Aid has made up part of the International Relations universe in recent years. Its beginnings date back to the end of World War II, specifically to the post-war era, when US President Harry S. Truman launched the first comprehensive US foreign aid program underdeveloped countries, embodied in his Point Four Program. It is considered the founding act in modern North–South (N–S) cooperation. According to the Spanish Agency for International Development Cooperation (AECID, 2015), North–South cooperation originates in a developed country.
